American Citizen Services

The American Citizen Services (ACS) Unit of the U.S. Consulate General in Shenyang assists American citizens in China. The Consulate considers the provision of services to American citizens one of its most important missions in China. The unit provides passport services, birth registrations, information on tax and voting, advice and information to Americans visiting and residing in China, and guidance to Americans whose family members or friends have U.S. visa questions. The ACS Unit also assists U.S. citizens in emergencies, including arrests, deaths and crisis situations.  If you are an American citizen and have an emergency, you may contact us after hours at 137-0988-9307. Please note: we will not respond to visa inquiries via this telephone number.

The ACS Unit conducts periodic American Citizen Service Outreach trips to cities throughout China.  Information regarding scheduled American Citizen Service Outreach Trips to Dalian will be posted below.  Please remember that many of these services require you to sign up in advance of our trip.
